Welcome to the American Citizen Services (ACS) pages of the U.S. Consulate in Shenyang. We consider the provision of services to American citizens in our district (Liaoning, Jilin and Heilongjiang provinces) and throughout China as one of our most important missions.
In addition to consular services (such as passport renewals and birth registrations), we are also able to provide assistance in a number of other areas.  ACS also assists U.S. citizens in emergencies, including arrests, deaths and crisis situations.

The consulate is open for ACS services on Monday, Wednesday and Friday from 1:30pm – 4:30pm and on Tuesday and Thursday from 1:30pm – 4:30pm by appointment only. Appointments must be made at least one day in advance and can be arranged via email at shenyangacs@state.gov or by calling (86-24)-2322-1198 and asking for American Citizen Services.

For emergency services such as arrests, deaths, or serious illnesses requiring assistance after work hours from the U.S. Consulate, please call our duty phone:  137-0988-9307. Please note: we will not respond to visa inquiries via this telephone number.
 

New Online Passport Application Form Wizard

The U.S. Consulate General in Shenyang is pleased to announce the launch of new online passport application form wizard.  The form produced by this wizard contains a bar code which allows us to electronically transfer data into our system and therefore reduce waiting time during the passport application process.
 
The new online passport application form wizard can be found at:  https://pptform.state.gov/.
Once a passport applicant has entered the requested information, the wizard generates a PDF file form with a two-dimensional (2D) barcode.  This form must then be printed and submitted to the American Citizen Services Unit during our regular public hours (from 1:30pm to 4:30pm on Monday, Wednesday and Friday).

Data for the form must be input in English.  Please submit the original printed form -- photocopies or faxes of the printed form are not acceptable because the 2D barcode will not function properly.

One computer station in the ACS waiting room is now available for American citizens to use to complete and print out the application form at the Consulate.

"Education Inquiry Hour" for American Citizens

Beginning November 15, 2007, the Consular Section of the U.S. Consulate General in Shenyang will host an "Education Inquiry Hour" for American citizens.  This will take place twice a month, on the second and fourth Tuesdays of each month (Chinese and American holidays excepted), from 4:00 pm to 5:00 pm.

During this hour, American citizens from educational institutions are welcome to come and introduce their programs to the U.S. Consulate in Shenyang, and at the same time learn about the visa process. 

This service is available ONLY to American citizens.  Non-Americans, such as Chinese recruiters or U.S. Legal Permanent Residents (a.k.a. "Green Card Holders"), may not use this service. American citizens must bring their U.S. passports to secure entry into the Consulate.  After passing through security procedures, American citizens should come to the American Citizen Services Window (No. 0) and inform the person there that they are here to attend the "Education Inquiry Hour." 

“Visa Inquiry Hour” for American Citizens in the Shenyang Consular District (Liaoning, Jilin and Heilongjiang Provinces)

The Consular Section of the U.S. Consulate General in Shenyang offers a special “Visa Inquiry Hour” for American citizens, which takes place every Thursday from 4:00pm to 5:00pm, except on Chinese and American holidays.

During this hour, American citizens are welcome to ask questions of the visa officers about the visa process.  We cannot adjudicate visas at this time, nor can we reconsider applications that have been previously refused, – but we will do our best to help American citizens understand the necessary qualifications for visa issuance.  This hour is meant to be solely informational.  We want to explain U.S. visa law, regulations and procedures so that you can educate your Chinese-citizen family, friends, colleagues, business contacts or customers, thereby helping them become better prepared for their visa interviews.

This service is available ONLY to American citizens.  Non-Americans, including U.S. Legal Permanent Residents (aka “Green Card Holders”), may not use this service, nor may they accompany American citizens who make visa inquiries.  American citizens must bring their U.S. passports to gain secure entry into the Consulate.  After passing through security procedures, American citizens should come to the American Citizen Services Window (No. 0) and inform the Consulate employee that they would like to speak to an officer about visas.

U.S. Consulate Offers New Passport Delivery Service to American Citizens

Starting March 26, 2007, the U.S. Consulate General in Shenyang will begin implementing a new passport pass-back system that will offer greater convenience to American citizens.  They will no longer have to return to the U.S. Consulate to pick up their passports.  Shenyang consular district (Liaoning, Jilin and Heilongjiang Provinces) American citizens may choose to have their passports returned directly to their homes via the China Post.  This service requires a small additional fee payable to the post office.  Americans may also choose instead to pick up their passports at the Consulate, and there is no fee to do so; however, we encourage Americans to consider the delivery option because it is more convenient and will not require a return trip to the Consulate.

Details:  After an American citizen is approved for a new or renewed passport, he or she will take the receipt for his or her passport to the China Post office at the Liaoning Consultant Service Hall for Citizens Exit, which is located across the street from the Consulate at No. 19, 14 Wei Road.  The Shenyang Post Office’s Express Messenger Service (EMS) representative will assist the American citizen to fill out a mailing label and to ensure that the information provided is correct.  EMS will then enter the customer’s name, ticket number, and date of birth into their computer system.  This system will assign a tracking number for each address.  American citizens can then access the tracking system by telephone to monitor the delivery process.

Delivery fees range from RMB 20 to 50, depending on the address and the number of passports -- for example, one family may be renewing multiple passports at the same time and EMS can accommodate up to four passports in a package.  The EMS fee must be paid in cash at the time of registration for the delivery service.

Please be sure to bring your passport for identification when you visit us.

Security Regulation of the US Consulate General in Shenyang

No electronic and metal items are allowed to be brought into the Consulate compound, Such as knives, cigarettes, lighters, laptops, PDAs, cell phones and cameras, etc.

Any luggage and bags are not allowed to be brought into the Consulate.

No food and drinks are allowed to be brought into the Consulate.
