Humphreys Fellowships QualificationsCandidates for 2008-09 Must- Be mid-career professionals in leadership positions with a commitment to public service in the following fields:
- Agricultural Development/ Agricultural Economics
- Communications/Journalism
- Substance Abuse Education, Treatment and Prevention
(Candidates need a research background in the field) - Economic Development/Finance and Banking
- Educational Administration, Planning and Policy
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources and Environmental Management
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Teaching of English as a Foreign Language
(Teacher Training or Curriculum Development) - Technology Policy and Management
- Trafficking in Persons, Policy and Prevention
- Urban and Regional Planning
- Hold positions involving policy, managerial or administrative responsibilities rather than research or technical responsibilities (except for the Drug Abuse category)
- Demonstrate leadership qualities
- Have been employed in China for at least five years at the management or policy level, with substantive professional experience and upward career mobilityHold at least an undergraduate degree (requiring at least four years of full-time study)
- Be between 30 and 50 years of age
- Hold at least an undergraduate degree (requiring at least four years of full-time study)
- Be fluent in English (a TOEFL score of 525 paper-based, or 195 computer-based or higher is required)
- Candidates who are women, members of ethnic minority groups, or from lesser developed regions of China are encouraged to apply
Ineligible Candidates- Individuals without a university degree;
- Individuals with less than five years of professional experience beyond attainment of an undergraduate degree prior to August 2008;
- Recent university graduates;
- University teachers with no management or policy responsibilities, except for teachers of English as a foreign language and specialists in drug abuse prevention and treatment;
- Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2008;
- Individuals who have had more than six months of U.S. experience during the five years prior to August 2008;
- Individuals with dual U.S. citizenship or U.S. permanent resident status;
- Residents of Hong Kong.
