The Public Affairs Section
The Public Affairs Section (PAS) of the U.S. Consulate Shenyang is responsible for promoting a better understanding of American life, society, economy, politics and culture. The PAS is the official voice of the American Consulate in Shenyang Consulate District which includes Liaoning, Jilin and Heilongjiang, and the Public Affairs Officer gives speeches, sponsors cultural exchange events, seminars, interviews and other programs on a regular basis. By presenting American culture and society in its complexity and explaining U.S. policies, the PAS assists the Chinese to understand the context of U.S. actions and facilitate Chinese audiences to engage in discussions on issues such as economic development, security, democracy, human rights and environmental protection. In addition, the PAS also coordinates and supports official exchange programs including the Fulbright Exchange Program, the International Visitors and voluntary Visitors Program and the Humphrey Fellowship Program.

Information Resource Center
The PAS houses the Information Resource Center (IRC), which has over 40 American periodicals and a book collection of over 800 volumes, focused primarily on American politics, economics, and social and cultural life. The PAS/IRC has several workstations allowing researchers access to the Internet and the IRC's collection of reference CD-ROMs and DVDs. It provides Washington File, Electronic Journal and other research and reference services to target Chinese audiences.
The Information Resource Center (IRC) at the U.S. Consulate in Shenyang is one of the largest collections of information about the United States in all of Northeastern China. It specializes in providing information on American politics, economics, and social and cultural life.The IRC is open from Tuesday to Thursday from 9:00 - 11:30 am, and 1:30 - 5:00 pm by Appointment Only, you may contact us by phone: (024) 2322-2976 or by fax: (024) 2322-1505. Please present your identification card or passport at the main entrance to the Consulate for entry.
