The Consulate in Shenyang only processes nonimmigrant visas for travel to the United States. Notice to American citizens regarding the filing of I-130 petitions

The Consulate in Shenyang is not authorized to accept I-130s, as responsibility for acceptance and approval of immigrant visas rests solely with USCIS. However, as USCIS is not authorized to accept the I-130 processing fee, the Shenyang Consulate will accept the I-130 processing fee for American citizens residing in the Shenyang consular district. We will issue you a receipt for fee payment which you then present to USCIS Beijing.
