Foreign Commercial Service

The office of U.S. Commercial Service in Shenyang helps American businesses enter and succeed in the Northeast China market (Liaoning, Jilin and Heilongjiang Provinces). 

The Northeast region is known for its rich natural resources and has become China’s one of the strongest core regions for state-owned heavy industrial manufacturing.  In addition to promoting public sector enterprises, provincial governments are also encouraging investments by welcoming private businesses from sectors such as information technology, telecommunications, environmental technologies, automobile parts and tourism. 

The Northeast has been recognized as one of the top priorities for economic development.  Since the implementation of the “Northeast Revitalization” program in October 2003, a number of developmental projects have been approved by the National Development and Reform Commission: 52 projects in Liaoning, 11 in Jilin and 37 in Heilongjiang.  According to the Chinese central government, only 20% of cost will be funded by the State treasury, and the government is expecting an investment of USD 7.3 billion (RMB 61 billion) through means of interest subsidies on commercial loans and market liberalization to proceed with the projects.
