The U.S. Consulate General in Shenyang is seeking an individual for the position of
American Commercial Representative with the Foreign Commercial Services Office.

BASIC FUNCTION OF POSITION

The American Commercial Representative will head the International Partner Network (IPN) in Shenyang serving geographic areas within the Shenyang consular district but outside the normal activities of the Shenyang commercial section.  The incumbent will be responsible for outreach activities, including counseling U.S. companies, introducing U.S. exporters, liaising with local decision makers, identifying local Chinese importers and reporting business opportunities, and reporting on regulatory problems and World Trade Organization (WTO) compliance, the position requires frequent travel of up to two weeks per month. The duties will be performed under the general guidance of the Principal Commercial Officer and the Business Development Team Leader in Beijing.

REQUIRED QUALIFICATIONS

Applicants must address each qualification requirement detailed below with specific and comprehensive information supporting each requirement.  Applicants who fail to provide detailed information supporting each requirement will not be considered for this position.

Education:

Bachelor’s Degree in commerce, marketing, finance, economics, engineering, banking, international trade, business management and English.

Experience:

Three years of progressively responsible experience in business management, sales, economic research, marketing, economics,  commercial banking, law, or trade policy analysis or other related professional activities, as an employee of U.S. companies or of Chinese importers from U.S. companies or of international banks; plus one year of supervisory experience.

Language:

Level IV (Fluent) in English.  
Level III (Good Working Knowledge) in Chinese, especially in business Chinese.
   

Knowledge:

Expert knowledge, based on cultural and professional experience, of U.S. business practices and their applicability in the Chinese market; expert knowledge of China’s business practices and regulations, banking system, marketing system and economic development; some knowledge of U.S. government’s trade promotion goals, programs and policies.

Abilities and skills:

Strong managerial, analytical, promotional and counseling skills. 

Ability to be a self starter and proactive in developing an IPN program. Expert ability to draw upon market intelligence obtained from U.S. company executives and from knowledge of the Chinese market to frame commercial policy issues and develop program strategies;

Ability to rely on intimate knowledge of U.S. business culture to direct key program initiatives, assess market intelligence, opportunities and trends and ability to provide expert advice to post management.

SELECTION CRITERIA:

U.S. Veterans who submit DD-214 support documentation will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1.   Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2.   Current employees serving a probationary period are not eligible to apply.
3.   Individuals holding diplomatic passports are not eligible to apply for this position.
4.   Security Clearance:  Must be able to obtain a Secret Security Clearance.

2.   Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
